Mmm. I'd argue for the least of median, mode, and mean. Otherwise, a good idea.

I dunno...do most politicians need their federal salaries? Most of them seem to be independently wealthy (how many lower/middle class folks can quit their job to go campaigning?)

At the topmost federal level... very few. Some at the state level, and even more for local.
(My un-researched opinion, based on having know a few lower-level politicians).

Hmm. Clever, but has the problem of encouraging the politicians and constituents to steal from people outside their area. (Which, I suppose, is a pretty good definition of earmarks...)
